SOUTHILL PARISH COUNCIL
Minutes of the Annual Parish Meeting held on 9th May 2011 at 7.30pm in Southill Lower School
Present : Mr. M. Egar (Chair), twelve local government electors and the Parish Clerk.
1. Apologies
Apologies were received from Messrs. Blackburn, Hall, Hickman and Rodenberg
2. Minutes of the last meeting
The minutes of the Annual Parish Meeting held on 4th May 2010 were confirmed as a true record and duly signed.
3. Matters arising from the minutes
There were no matters arising.
4. Annual Report 2010/2011
The report, presented by the Chairman, outlined the Council’s key events and achievements during the previous year. The report was tabled for parishioners present. It had been a busy and active year and the Chairman thanked everyone for their help and support.
5. Annual Financial Report 2010/2011
The Chairman presented the report which was also circulated. The report showed an anticipated saving compared to the original estimate of £2716 and allowed for £884 to be taken from Council balances. The Chairman emphasised that the precept for the current year (2011/2012) had remained unchanged now for four years.
6. Charity Accounts for the year ended 31st December 2010
The accounts of the John Maynard and Frances Smythe Charity were received and noted. The bank balance at the end of the year was £1107.61 after providing help towards fuel costs to 26 pensioners.
7. Report from the Stanford Playing Field Association Management Committee
Mrs.Scurfield representing the Association, gave a comprehensive report including the financial position and the work and activities that have taken place on the playing field. These included a successful duck race and raffle and Central Beds. Play Rangers have again led play activities for the children. The special fund set up to purchase a larger and more reliable mower now stands at £1450. Further contributions will continue to be sought but a decision has been made to purchase second hand if a suitable mower becomes available. Regular working parties of volunteers have carried out maintenance work and other required jobs on the playing field. The playing field has suffered much less from anti-social behaviour and vandalism than in previous years. There has been occasional dog fouling and some minor dumping of DiY waste on the perimeter. Assistance with both these matters has been received from Central Beds. Council.
8. Other Matters
There were no other matters raised.
The Chairman declared the meeting closed at 7.40 pm.
